The Terraform vs Pulumi debate has been running for years. Having deployed both in production across multiple environments, here's where each actually wins — and where it doesn't matter.

The Declarative vs Imperative Divide

Terraform's HCL is declarative — you describe the desired end state and the engine figures out how to get there. Pulumi uses real programming languages (Python, Go, TypeScript) so you have loops, conditionals, and abstractions from day one.

In practice, the distinction matters less than people think. Both produce a dependency graph. Both plan before applying. Both track state.

Where Terraform Wins

Ecosystem breadth. Provider coverage is unmatched. If you're working with a niche cloud service or a legacy provider, Terraform almost certainly has a provider for it. The module registry is mature and well-documented.

Where Pulumi Wins

Complexity management. When your infrastructure logic requires real abstractions — generating resources dynamically, encoding business rules into infrastructure patterns, or building reusable components that aren't just thin wrappers — Pulumi's use of real languages gives you tools that HCL simply doesn't have.

The Honest Answer

For most teams, the right choice is the one your team already knows. Switching IaC tools mid-project almost never pays for itself. If you're starting fresh, match the tool to your infrastructure's complexity, not to what's trending on Hacker News.
